Enhancing Skill Development Infrastructure (ESDI) in NE States & Sikkim

• ➢ Launched in 2012-13
• ➢ It is a regional specific scheme with an objective of enhancing access to ITIs.

Components of the Scheme:

1. Upgradation of existing ITIs:

   Introducing four new trades at ITI Sohra, ITI Nongstoin, ITI Nongpoh & ITI Resubelpara.

ITI Sohra and ITI Resubelpara has been granted affiliation from Directorate General of Training (DGET), to run NCVET courses from 2022.

2. Supplementing Deficient Infrastructure:

   Construction of New Hostel, boundary wall and supplementing old and obsolete tools and equipment of 4 New trades at ITI Sohra, ITI Nongstoin, ITI Nongpoh & ITI Resubelpara.

3. Establishment of New ITIs:

   ITI Ampati, ITI Mawkyrwat & ITI Khliehriat.

ITI Mawkyrwat civil work construction (Administrative Building and workshop is already in a verge of completion 90%)

ITI Ampati session for training is already stared in the existing building, Civil Works Construction is at the initial Stage.

ITI Khliehriat GAD Land with existing Building has been Inspected by The Department and District Administration Officer for setting up the Industrial Training Institute. Surveying of GAD land has been Intimated to Directorate of land record & Survey and will be taken over soon after the Survey.

Skills Strengthening for Industrial Value Enhancement (STRIVE)

The Skills Strengthening for Industrial Value Enhancement (STRIVE) project has been developed by the Government of India to incentivize the critical institutional reforms required in the institutional training system i.e. the ITIs and apprenticeship - to meet the Government’s commitment to providing skilling opportunities to its youth including economically disadvantaged/ underserved communities and developing a globally competitive workforce.

Achievement:

Enrolment & Curriculum related

1. Increase in Enrolment for Admission at Industrial Training Institutes (ITIs) in Meghalaya both NCVT and SCTVT from 839 trainees in 2018-2019 to 946 trainees in 2020-2021
2. For conducting of Computer Based Test for NCVT Trades at ITI Shillong/Tura/Women the IT Lab and Civil Draughtsman Lab has been upgrade by installing new computer, LAN & Internet connectivity for Auto CAD & online mock test and CBT examination.
3. Increase in On-the-Job Training for the selected project ITI.
4. Conducting of Apprenticeship Mela in which 3 (three) Institution have come forward i.e., NEEPCO, MeECL and Hotel Assembly.
5. Digital Upgradation of Admission and improve mobilization methods through electronic media, bannering, postering, prospectus etc.
6. Introduction of 3 (three) New Trades viz., Solar Technician, Driver cum Mechanic (LMV) and Baker Confectionery.
7. The Signage and bannering have been set up for all ITIs in Meghalaya and also added in Google Maps.

ITI Shillong has arranged Campus Placement Drive with:

• ➢ Easa Saleh Al Gurg Group, a leading employer based in UAE in which 4 students has been placed.
• ➢ Maruti Suzuki Gujarat in which 2 students has been placed

IGNITE has successfully conducted the Training of Trainers in ITI Shillong & ITI Tura.

PSA Oxygen Training for Trainers and Trainees in Govt. Hospital Shillong /Tura has been completed.

Naandi Foundation has conducted free Employability Skills Training Programme for ITI Trainees.

Infrastructural Amenity related under Environmental and Social System Assessment (ESSA)

1. Construction of Drainage System and Pavement along with toilet facilities has been constructed.
2. Beautification of Campus ITI Shillong has also been completed.
3. Barricading of Transformer within the ITI Campus for Safety measures of the Trainees is under process.
4. Installing of Solar Panel for Solar Technician (Electrical) Trade.
5. Water harvesting has been constructed at selected STRIVE ITI Shillong.
6. Plantation of Trees at ITI Campus for Go Green on Environment Day.
7. Installation of Safety measures at the ITI Campus.

Progress Report on Industrial Training Institute Project at Nongkhrah, NONGPOH:

The permanent Campus ITI Nongpoh is being set up at Pahambir & Nongkhrah Village, Nongpoh, Ribhoi District in the Land measuring 5.064 acres as gift deed and 3.258 acres acquired land (total =8.322 acres), through the Government of India, Enhancing Skill Development Infrastructure in North Eastern States, funding Scheme amounting to Rs.1.23 crores for Construction of Building for running 3 supplementary trades during the 1st Phase. The funds were received during the year 2020 and released to PWD for undertaking the construction work on 17th November 2020. As on date 98% of the Civil Works Construction of Phase I of the new building has been completed. On receipt of Utilization Certificate and Completion Report from PWD(Building), further proposal for 2nd Phase will be submitted to Government of India for funds.

2. The State of Meghalaya has also adopted the Craft Training Scheme to run ITI Nongpoh in Ribhoi District with seating capacity of 84 Nos and 4 Nos existing trades align with NSQF competency-based curricula Syllabus.

3. At present Govt. ITI Nongpoh is functioning from a Private Building on Rent located at Kutmadan Village, East Khasi Hills. The House Rent is Rs 1,48,474/- per month.
4. Special Stipend is awarded @400/- for 10th Pass and 350/- for 8th pass per month for SC/ST Trainees.
